The stamps on the right have been cut and you can see the black dots ( they are black paint dots ), they are not perforations! Not sure if they are genuine.
I don't think the stamps are fake.They are just not "fine". I guess he cut the stamp from this(https://www.post.gov.tw/post/internet/W_stamphouse/search/print.jsp?file_name=A121) which are called "Personal Stamp" in Taiwan.
