Mint stamps exchanges.

I've been trying to send stamps for a few days, but I always receive the message, "No partners available at this time." Does this message mean that no one has any open tickets to be able to receive stamps?

I am getting that message very frequently these days.

This is temporary. New tickets are created each time an exchange is registered.
